Job Summary This position is responsible for overseeing all midstream operations. The position will be based in the Pittsburgh office and will report to the President and Chief Operating Officer.
Primary Responsibilities: • Conduct oneself in accordance with Core Values of Honesty, Integrity, Health/Safety & Environmental Stewardship. • Direct the activities of all personnel, including contractors and consultants, to insure the safe operation of company-operated pipelines and compressor stations. • Develop and implement all operating procedures and policies associated with midstream operations to insure safe operation and compliance with all applicable federal, state and local rules and regulations. • Oversee design, construction, operation and maintenance of pipelines, storage facilities, gathering systems, compressor stations and associated midstream facilities in accordance with applicable standards, rules and regulations. • Coordinate with PER personnel, federal, state, county and local regulatory agencies and authorities to obtain necessary construction, access and operating permits. • Insure all required regulatory reports are completed accurately and submitted to appropriate authorities to meet compliance requirements. • Develop midstream strategies, plans and budgeting based on PER D&C development plans. • Serve as operations point person and liaison for PER with midstream joint venture and other appropriate business partners. • Manage service contractors as necessary insuring all contractors are in compliance with PER’s Master Service Agreements.
Secondary Responsibilities: • Position may be required to be on call or accessible for call outs beyond standard business hours. • Perform other duties as required and assigned to support drilling activities in accordance with PER drilling schedule. • Work collaboratively with other departments. Assist in design, construction and maintenance of production facilities.
Knowledge, Skills and/or Abilities: • Knowledge of Pennsylvania regulatory requirements associated with drilling, midstream and compressor station activities. • Knowledge of engineering standards and practices for design, construction and operations of midstream-related projects. • Knowledge of construction and excavation equipment, processes and safety requirements used for midstream projects. • Possess strong analytical, assessment, and communication skills. Detail-oriented, organized, goal driven, motivated and flexible. Able to work independently and as a team player. Able to multi-task and prioritize. • Proficient in MS Office Suite and relevant data tracking/reporting software.
Experience/Education Requirements: • Minimum of 10 years of experience with oil and gas project management, production and operations experience required. • Minimum of 5 years operational experience with Pennsylvania regulations preferred. • Minimum of 5 years management experience preferred. • Bachelor’s degree in engineering or related field preferred.
Physical Demands: • Travel at least 50% to work sites beyond the corporate office. • Perform light work - exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly. • See, hear, talk and perform tasks requiring manual dexterity; climb, kneel, stand, walk, crouch, stoop, reach and other similar tasks requiring physical activity. Able to operate standard office and computer equipment. • May be exposed to outdoor weather conditions, including wet, humid, cold and heat. The position may be exposed to noise, vibrations, gasses, fumes, mists, dust and odors. • Must provide and be licensed and able to operate a reliable motor vehicle that can access field sites.
