PositionSummary: The CERT Situational Awareness (SA) team seeks to develop leading-edge solutions to address important DOD and U.S. Government agency current and emerging challenges. It is a diverse team of researchers, scientists, and engineers with a passion for understanding the role and implications network and network data in securing and defending critical U.S. networks.
The Situational Awareness team is a part of the Monitoring and Response directorate of the CERT Division of the Software Engineering Institute (SEI). The SEI is a federally funded research and development center (FFRDC) on the campus of Carnegie Mellon University in Pittsburgh.
You should be a strong technical leader with a proven background in networks and networking foundations who is capable of identifying gaps between theory and practice. You will be responsible for the development and execution of a strategic vision and roadmap that advances the state of the art and practice of cyber operations. Your role will provide leadership to a diverse body of work including the following:
Researches and prototypes capabilities to enable situational awareness across an enterprise
Develops tactic-specific detection and mitigation capabilities for network and host level enterprise technologies
Evaluates cyber security technologies and helps USG customers integrated them into their enterprise architecture
The position of technical manager is responsible for all aspects of developing and executing the SA body of work to include setting the technical direction; managing financials; business development; and personnel issues.
BS in a scientific or technical field with ten (10) years’ experience; MS in a scientific or technical field with eight (8) years’ experience or equivalent combination of training and experience
Willingness to travel to various locations to support the SEI’s overall mission. This includes within the SEI and CMU community, sponsor sites, conferences, and offsite meetings on occasion
You will be subject to a background check and will need to obtain and maintain a Department of Defense security clearance
Knowledge, Skills, and Abilities:
Working understanding of: Enterprise network monitoring and host auditing tools; Internet protocols and governance; and ISP operations; techniques, tactics and procedures used in computer network defense; techniques, tactics and procedures used in Incident response and forensics; current challenges and threats faced by USG intelligence, defense, law enforcement, and civilian organizations
Ability to cultivate professional growth and develop technical/professional leadership capabilities in technical staff
Ability to set and implement a strategic direction for a technical group
Lead planning and execution of body of work using rigorous project management techniques; sustain a team with business development activity
Ability to envision operational application of fundamental and applied research ideas
Job Function Breakdown:
30% Manages group to effectively implement the SEI and task order work plans. Sets goals and objectives and leads operational and functional business activities. Develops, implements and tracks short and long term operational plans (financial, staffing, infrastructure, project)
30% Provides guidance to and monitors the success of team leads in meeting strategic and operational goals. Assesses performance of direct reports and makes salary recommendations for all staff within areas of responsibility. Provides oversight of team leads and their supervisory responsibilities of technical staff and conducting performance reviews. Responsible for recruitment, hiring, development and retention of all technical and support staff.
20% Sets technical direction for SA. Leads planning process and contribute to the development the CERT strategic plan. Ensures regular update of SA plan; reviews feasibility of plan, identifies risks and defines risk mitigation strategy. Articulates vision for internal and external audiences.
10% Sees opportunities for new technical projects and leads start-up of new, high-priority technical areas of work. Works with Technical Director of CTVA to develop and implement a funding and transition plan for new work areas.
10% Directs interpersonal effectiveness and staff learning and development plans. Identifies operational success measures and process improvements. Leads corrective action.
