RAND is looking for a motivated individual to join a small team supporting the production and outreach systems for our Office of External Affairs (OEA). The OEA Business Systems Lead will help advance digital, print, distribution and outreach goals in a data driven environment. Reporting to the Director of Digital Strategy and Communications and working closely with users, business managers and IT specialists, the OEA Business Systems Lead supports routine operations, conducts business analysis, documents systems requirements and specifications, and assists with the design, testing, rollout, and continuous improvement of OEA systems and workflows. This is a role for a collaborative problem-solver willing to learn about end-to-end production processes, build partnerships, and translate complex business needs (by diving in, in whatever capacity is needed) to help ensure our production systems and services function efficiently across teams, remain in step with industry best practices, and comport with wider RAND IT considerations and enterprise solutions.
Scope of responsibilities include evaluating and documenting OEA production systems’ workflows and requirements, spearheading change management efforts where needed, including project management and working with IT to orchestrate rollouts of mission critical desktop publishing software (Adobe) within OEA, and support training efforts on key systems. Advocate for departments’ technology needs with venders and internal partners. Provide OEA team leads with best practice guidelines and analysis of our technology portfolio and related enterprise collaboration tools, and the hands-on support required for OEA to operate efficiently, tackle issues and address risks. Participates in project planning, tracking, status reporting and contributes to technology roadmaps. Supervises OEA’s dedicated system administrator and plays a supporting role in systems testing and related systems development work in close coordination with a dedicated application development team.
Relevant technical knowledge with a minimum of 6 years of BA and/or technical support experience, preferably in publishing or related creative sector
A minimum of 3 years of supervisory experience
Ability to quickly master new applications and software
Ability to clearly explain technology in simple terms, and present well-informed recommendations
Ability to cultivate strong partnerships and build consensus
Experience gathering requirements and detailing specifications
Experience creating technical documentation
A genuine interest in understanding business drivers and leveraging technology to advance business goals
Working knowledge of Mac systems and software
Experience with application and software development best practices
Knowledge of project management, content management, collaboration, workflow and CRM applications (such as Workfront, Adobe Experience Manager, and Salesforce)
BS/BA in Computer Science or related field is required
The successful candidate must be willing and able to obtain a U.S. government security clearance. U.S. Citizenship is required to obtain a security clearance.
