Our Client, a leading provider of analytical equipment and services, is currently seeking candidates for a full-time Proposal and Bids Manager role. This individual will oversee all proposal and bid activities, including writing, managing proposal schedules and deadlines, developing the proposal outline and compliance matrix, and monitoring the progress of the proposal. Our ideal candidate will have performed the above functions in response to RFP's from local, state, and federal government entities.

Coordinate all proposal development and production activities
Conduct proposal preparations to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and
customer regulations (e.g., FAR, DFARS, etc.)
Review and process modifications and change orders
Search for proposal opportunities by monitoring FdBizOps and other websites where RFPs and other opportunities are announced
Assist the Business Development/Sales Team in managing and directing all proposal efforts and personnel
Coordinate the development, writing and review of proposal strategies and manage the development of a proposal or bid
Direct the creation and review of a proposal outline that will be used as a key document design and control medium
Analyze, review and select a team in the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s
issues and needs
Build the proposal compliance matrix and track the fulfillment of all requirements
Conduct regular proposal progress status meetings and maintain the proposal development schedule
Experience: Five (5) or more years of proposal writing experience
Education: Bachelor’s degree in Business , Chemistry, Biology, Natural Sciences, or related field preferred
Strong knowledge of Microsoft product suite, with proficiency and advanced skill in Word and Excel and a working knowledge of Project and Visio
Familiarity with Shipley or other proposal development tool
Strong knowledge of federal government products, systems and services, procurement processes
Full working knowledge of federal procurement regulations (the FAR and Agency Specific Supplements)
US citizenship is required; capability to apply for and acquire government security clearance required
