Minimum education and experience required for consideration:
Associate’s Degree (or greater) in Web Design / Development, Interactive Media, Computer Science, Information Science, Information Technology, or a related course of study.
Three (3) years of experience as a Web Administrator / Designer or closely related experience
Job Summary: The incumbent is responsible for providing technical leadership to the Public Relations Department. This includes creating comprehensive design solutions that address business, brand, and user requirements for the Authority.
Designs, builds and/or maintains website(s) using Authority or scripting languages, content creation tools, management tools, and digital media.
Maintains design standards and ensures the Authority’s visual brand is translated to the digital properties including writing, designing, and/or editing.
Provides creative input to current website(s) to enhance the user experience.
Works with graphics, storyboards, wireframes, and animation technologies to improve upon relevant online applications.
Provides routine management and updates to the Authority’s website(s) including content and graphics.
Confers with management or development teams to prioritize needs, resolve conflicts, develop content criteria, and/or propose solutions.
Manages multiple projects and time-sensitive deadlines.
Identifies problems uncovered by testing or through management/employee feedback and either corrects problem or refers problem to appropriate personnel.
Evaluates code to ensure that it is valid, properly structured, meets industry standards, and is compatible with browsers, devices, or operating systems.
Researches and stays abreast of emerging technologies for current and potential projects.
Ensures backup of files from website(s) to local directories for instant recovery in case of issues including failure or compromise.

About Allegheny County Sanitary Authority (aka: ALCOSAN)
Located along the Ohio River on Pittsburgh’s Northside, the Allegheny County Sanitary Authority (ALCOSAN) provides wastewater treatment services to 83 communities including the City of Pittsburgh. ALCOSAN’s 59-acre treatment plant is one of the largest wastewater treatment facilities in the Ohio River Valley, processing up to 250 million gallons of wastewater daily.
ALCOSAN was created in 1946 under the Pennsylvania Municipal Authorities Act and began treating wastewater in 1959. Secondary (biological) treatment processes were added in 1972. The Authority is governed by a seven-member Board of Directors – three appointed by the Mayor of the City of Pittsburgh, three appointed by the Allegheny County Chief Executive and one joint appointment. An Executive Director reports to the Board.

As a nonprofit agency, ALCOSAN is funded solely by user fees with capital funds raised through the sale of sewer revenue bonds. There are 320,000 residential, commercial and industrial accounts repres...enting a service population of 900,000.
An environmentally and technologically focused organization, ALCOSAN recently completed a $400 million capital improvement program which addressed odor control, treatment capacity, solids handling and wet weather planning. We have now embarked on the largest public works project in the region’s history through $1 billion in engineering and construction projects to address combined sewer overflows.
