We are looking for an experienced Program Director to supervise two main programs that hold various services. You will be responsible for the delivery and overall success of each program. You will supervise and inform management on progress and performance. A successful Program Director must have a broad knowledge of program management principles. They must have a strategic mindset as well as be able to lead and develop their subordinates. The goal is to ensure every program will be delivered successfully and add the highest possible value to the organization. This is an inclusive organization that works as a team. Responsibilities & Skills
- Initiate and set goals for programs according to the strategic objectives of the organization
- Plan the programs from start to completion involving deadlines, milestones and processes
- Devise evaluation strategies to monitor performance and determine the need for improvements
- Supervise and provide feedback to the Executive Director and resolve complex problems
- Discover ways to enhance efficiency and productivity of procedures and people
- Apply change, risk and resource management principles when needed
- Prepare reports for funding sources and maintain file compliance and file audit readiness at all times
- Ensure program operations and activities adhere to legal/grant guidelines and internal policies
- Keep senior management informed with detailed and accurate reports or presentations
- Development of the organization’s strategic goals with leadership and staff. Development of specific operational objectives to achieve goals
- Supervision, development, management of staff including service compliance with organizational policies/procedures and funding regulations
- Oversee client intakes and assessments for both housing and representative payee programs. Ensure compliance with funding regulations and required documentation
- Manage data collection and reporting
- Manage Ryan White grant funding and programming
- Manage organizational financial management, accurate record keeping, and timely bill pay/reporting
- Collaborate and network with community agencies and service providers to ensure continuity of care, market programs, and assist in expansion
- Maintain confidentiality of clients, staff, and internal records and affairs
- Regularly review operating practices and procedures for both housing and representative payee programs for efficiency and implement changes
- Responsible for overseeing the Representative Payee program, which includes maintaining accurate records for each payee, corresponding with Social Security Administration and other entities, bookkeeping, communication with the payee’s external case managers, ensuring compliance with laws and guidelines, and timely reporting
- Perform human resources tasks for the organization
- Function as a team-member, share in other responsibilities as required, including but not limited to assisting with marketing, technology, advocacy, and organizational capacity building
- Proven experience as program director or other managerial position
- Thorough understanding of project/program management techniques and methods
- Excellent Knowledge of performance evaluation techniques and key metrics
- Outstanding knowledge of data analysis, reporting and budgeting
- Working knowledge of MS office and program management software
- A business acumen with a strategic ability

The Director of Programs is a full-time position, is responsible for planning, resourcing, supervising, supporting staff, and monitoring programs. This includes duties such as direct services, representative payee financial management, record keeping, file maintenance, program and staff development, training, implementation, and evaluation of new areas of service, data collection, and analysis and collaborations/partnerships with other agencies and education outreach/ marketing & development. There is also fundraising, community events and educational appearances and conferences, social media content editing, report writing for funding source, billing and some fiscal management and other duties as assigned
This position requires decisiveness, the ability to critically think, research, you must be able to work with minimal supervision, and react/interact quickly. You must be driven, a multi-tasker, a self-starter, highly organized, be detail oriented, self-motivated and have exceptional time management skills.
Requirements and Qualifications:
- Master’s Degree is required and MSW or LCSW is preferred
- Knowledge of and adherence to harm reduction and housing first practices
- Experience in direct service provision to vulnerable populations
- 2 years Supervisory experience preferred
- 1-year financial accounting/financial software experience preferred
- Significant work and/or life experience of issues related to substance use, mental illness, HIV
- Strong interpersonal and team building skills
- Ability and willingness to work independently and be hands-on to creatively solve problems as they arise
- Ability to handle multiple projects, prioritize, and meet deadlines
- Proficiency with MS Office Suite, databases, and the use of internet for required research
