We are currently seeking a Business Solutions Analyst to join our team in downtown Pittsburgh. The incumbent will be accountable for engaging with internal business stakeholders to define and understand their business objectives and propose people, process and technology solutions to meet the business needs.  This role will sit at the intersection of business and technology, requiring the Business Solutions Analyst to combine skills and experience in business analysis, facilitation, and elicitation with technical acumen and complex problem solving. This role is responsible for creating deliverables that guide the business towards targeted outcomes through the lens of information technology.

The Business Solutions Analyst, has supervision by the Chief Information Officer, Office of Analytics, Technology, and Planning (ATP) and is indirectly supervised (employment practices) by a Great Lakes Behavioral Research Institute liaison. 

Essential Duties and Responsibilities

• Strongly engages with business and technology stakeholders in the development of strategic priorities and technology investments that support targeted business outcomes.
• Develops deliverables that are valuable to the business, such as visualizations of business capabilities, process maps, business requirements, and other such deliverables.
• Contributes to technology strategy that enables the organization's future-state business capabilities, which can enable or alter business processes or practices that, in turn, drive the organization's targeted business outcomes.
• Facilitates the documentation of business objectives and business requirements to support strategic initiatives and projects that require information technology.

• Strong facilitation and elicitation skills, along with a thorough understanding of organizational change management.
• Strong interpersonal skills and the ability to work closely with business stakeholders in a Human Services environment.
• Organizationally savvy, with an understanding of the political climate of the enterprise and how to navigate obstacles and build strong relationships.
• Ability to communicate and influence both business and IT leaders, as well as peers.
• Ability to adapt to rapidly changing technology and apply it to business needs.
• Ability to establish and maintain a high level of customer trust and confidence.
• Ability to analyze project needs and determine people, process, and technology resources needed to meet objectives and solve problems, often spanning multiple environments in a business area.
• Understanding of business process management, workflow and integration methods and tools.
• Knowledge and understanding of different types of business and operating models (existing, new, emerging and hybrid).
• Knowledge of existing, new and emerging technologies and being able to practically apply them to new business designs and business models.
• In-depth experience with business transformation and process redesign methods.
• Strong analytical and conceptual skills; ability to create original concepts and theories for a variety of projects.
• Experience developing and monitoring delivery of efficient and effective solutions to diverse and complex business problems.
• Exceptional written and verbal communication skills, along with excellent problem-solving ability.
• Ability to develop strong relationships and work with DHS management, as well as with a variety of DHS staff, County staff and consulting staff.
• Ability to take the initiative, think analytically and work independent of supervision.
• Excellent motivational and training skills, with the ability to train staff and develop training materials, as needed.

Education/Experience Requirements

Bachelor’s degree in a related field, plus 5 years of experience in a related field.

Any equivalent combination of education and experience which meets the required knowledge, skills and abilities.

Certificates, Licenses, Registrations

Act 33 and 34 clearances.

-AND-

Valid driver’s license and access to a reliable vehicle.

In accordance with the Allegheny County mandate effective August 9th, 2021 individuals being made conditional job offers with the county will have to be vaccinated from COVID-19 as a condition of employment, subject to applicable federal and state laws. The prospective employee will need to be fully vaccinated from COVID-19 or have at least one shot of a two-shot series before beginning work. Any employee who does not receive the second shot within 30 days of their start date will have their probationary employment terminated.
